Popeye, the so-called 'Magazine for City Boys' is in fact a multi-generational men's fashion and lifestyle magazine published in Japan by Magazine House since 1976.
Its straightforward, catalogue-type format is thought to derive from The Whole Earth Catalog, a legendary US counterculture magazine published between 1968 and 1972, while the cartoon reference in the Popeye name is a play on keeping an eye on pop culture. The fact that Popeye Magazine reads in almost 100% Japanese text has been no bar to it's international popularity.
